My little 18 month old has a little bloody tear by her backside; she has been constipated recently so that explains it.
Do I need to bring her to the doctor? Any home remedies that you recommend?

Take her to a good surgeon who is not trigger (scalpel) happy.
I had something similar with one of my babies. He had very hard stools and we discovered a terrible THING next to his backside. We took him to the hospital and a good surgeon popped it. Turns out he had a "fistula" (whatever that is). He gave us instructions to bathe his tush X times a day for a certain amount of time and in the end it got better and he did NOT need surgery.
Don't leave a poor child without treatment if she has a fissure. Those things are darn painful (I should know - I had surgery on one myself!)
