I visited a friend and her kids were up until 11 PM. Growing up, I went to bed early and I raised my kids that way too.
Is the hefker bedtime due to a large family, or is that not usual ?

don't assume anything, honestly.
my kids are almost always in bed by 7pm, and asleep between 7:30p-8:00pm. however, my oldest sometimes has trouble falling asleep and another one has sensory issues. she will sometimes wake up and scream and it can take awhile to get her calmed down.
some nights people could walk in my house and all would be quiet at 7:15p. other nights, all of them might be awake from each other crying at 11pm...and yet our routine is always the same (just different results).

plus, unless she told you outright, "My kids never go to bed before 11pm" then you never know what might be going on.
maybe they went to a simcha a night or two ago, and the kids' schedule is off.
maybe one woke them all up (my post above).
maybe something special was going on.
etc etc
