That's a VERY big topic with multiple possibilities.
My preferred method is to use Wordpress, since it's very easy to maintain Wordpress sites, and pretty easy to modify.
1) You need to have a webhost. I suggest using one of these that provide 1-click installs so you don't have to worry about complications like FTP (I'm assuming that's gibberish to you). http://wordpress.org/hosting/ They will also be able to set up a domain name for you (that's like www.mybrandnewsite.com)
2) Install Wordpress using their link.
3) Create "pages" with the content you want - it will sort of work like Word, you type and can put in pictures.
4) Change the settings to use a page of your choice as the home page, choose a theme that you like, and voila! A working website.
Of course there is much more you can do to personalize the site and get it to do what you want, but usually that is a very good start.

Scroll down to see the link to "Admin page" (that's where you make changes to the site) and the demo username and password.
