Ha! (thank you) I knew it!
I didn't take it and didn't see a point in it. Let's at least hope it wasn't harmful in any way seeing as some people were forced to take it by their employers...

Are they talking about the H1N1 vax, or the seasonal flu vax in conjunction with the 1976 vax?

No, it means that vaccination with the regular seasonal flu vaccine didn't produce any significant antibodies against H1N1. It does not mean, that the vaccine for H1N1 didn't work !!!
