Two cousins named the same is extremely common.

That is very common, especially if cousins are named after the same person. All 3 of my kids have family names, 1 of them already has a number of cousins with the same name & it's just a matter of time before the other 2 have a group with the same name.

I know it's common and I don't have a problem with her using the name, but I'm not going to suggest to her the name I'm planning on using. It would be different if that was actually our grandmother's name, then of course I would say she should use it. But there are plenty of other names out there that she may like, I don't have to give her that one.

I would go with Reut or Ronit.

Am I missing something? What's wrong with Rivka?

Obviously OP's cousin doesn't want to use the name for whatever reason.

Probably this from the OP:
Quote: | She wants a modern Hebrew/Israeli name. |
And while Rivka is a beautiful Hebrew name, modern it ain't.

Actually, leaving other reasons why I think Rivka is preferable aside, most of the names mentioned here are not modern. Rina, Ronit, Reut etc are already pretty dated. And no doubt the modern ones of today will soon follow...

How about Orah? Every girl I've met with that name always was an exceptionally nice, warm, sunshiny kind of personality. It means light/light of Hashem so her daughter should always bring light wherever she is.

We had a girl name picked out for our son but if my sister or sil wanted to use it we wouldn't have any trouble with it. BTW it was Batya/Basya Chaya or Chaya Batya/Basya.
