So it would be Jehuda & Tzipora or Tsipora (some people use double p, but I find that ugly).

yeah, I know how it SHOULD be spelled, but I wonder if people REALLY do german spelling or is it rather english spelling, so that it would not look weird for an English speaker?

Or do they avoid names with alternative spelling?
Again do they do Schimon or Shimon? Etc.

I know of someone who used English spelling even though lived in Germany.

To be honest, they don't do English spelling more than English people do German spelling. It would be pretty random.

Yes to both Meusche and Esra and no, why should it look weird to someone who reads German and not English? Kevin and Jennifer are English names, so they get spelled the English way. Moshe and Ezra aren't English, so why should the English spelling trump the German one in a German-speaking country?

Having said all the above, children with one British or American parent often do use the English spelling of their names.
