Is it possible to call a cellphone and get connected directly to voicemail? I need to make a phone call and do NOT want to talk to the person whom I need to call.

in your cell phone go through the following clicks: menu>messages>send , then u type the phone number, then follow the instructions.
or press 'star' (for menu) and then choose the 'to send a message' option

When I go to menu and then messages, my only options are text messages, multimedia messages, voice messages, message settings, and service command editor.

call your own voicemail and listen to the options- sometimes there is an option of sending a message.
