There are many business firms and even secular private schools that have those requirements as well for female employees. It really is in keeping with having a professional atmosphere.

well that makes sense. Fortunoff's is a high-end business that needs to maintain a high-class atmosphere. All other things being equal, women in dresses look classier than women in trousers. Read John Molloy's "Dress for Success" if you have your doubts.
