there are, I just don't know the details. also, depends where you are? north, central, jerusalem, elsewhere...?
post on tanglo, jaanglo and raananalist, (depending on your location), and ask. I'm sure you'll get responses.

There was and maybe still is a Jewish library of current English books in Sanhedria Ha'Murchevet. I don't know further details.

which neighborhood are you in? If I post about a library inHar Nof and you live in Bnei Brak that's not going to help you very much. There are a lot of libraries all over the place....
