myy 7 week old baby is sleeping with tilted head backwards. is this normal?

Yes! Very normal. My kids used to sleep like that.

It can be normal - as long as you don't notice anything else while she is doing this (ie, snoring), I would not worry about it. My oldest DD used to sleep with her head tilted far back and to the side. I was freaked out because it looked so strange, but that was just the way she was comfortable! My 3rd DD also slept with her head tilted back and it turns out she did have an issue BUT her condition is VERY rare (so much so that it took the doctors nearly a week to make the diagnosis). Keep a watchful eye, but more than likely, she is just fine.
