Firstly can you please give us a rough idea for budget?
Secondly would you prefer something jewish or it doesn't matter?
I started getting gift subscription for the kiddie edition of National Geographic magazine.
Nice cozy slippers or dressing gown if the girl lives in cold climate.
Book certificate, or iPod giftcard (if you know she has an iPod).
If she enjoys cooking, you can get her apron, mini cupcake molds, oven mittens

lots of girls around here are wearing these animal hats, I saw baby ones in old navy but I got one for dd at a kiosk in the mall. here's one that looks like the one dd requested:

This is what my 10 year old dd is getting, and it's all things she'll love:
from my mom: a pedicure
from my mil: hair accessories
from me and dh: a cute apron and kids cookbook (she likes to cook/bake), plus a regular book (Kids Speak)
Other great things that my dd would love would be jewelry, make-up/nailpolish (we allow it for playing), and clothes or fun pajamas.
My dd isn't that into so many types of arts and crafts, but she still enjoys some of it so it depends on the girl. The "in" thing among her friends is the friendship bracelets plus making accessories and things out of designer duct tape.
