I'm really wondering what 's the norm to spend on advertising and when its time to say 'it doesn't pay to advertise'.

This is not a 'one size fits all' kind of question. It's almost like you're asking, "how much does a dress cost?" There are so many variations.
A good rule of thumb is to advertise in the same place for 6 consecutive months and then calculate the ROI - return on your investment from that venue. Advertising just once or twice won't accomplish much, as it takes time for your message and brand to sink into peoples' minds.
