Unfortunately, yes.
Dd had her first case at 3 months old.

It's not so common under 2 years old, but certainly possible.
Ds had his first case at 5 1/2 months. The third time he was still under a year old. It was motzei Shabbos and we were going out of town first thing Sunday morning, so we brought him in to the doctor on call in the pediatrician's office (they have after hours and weekend hours). The nurse didn't want to do a throat culture at first because he was so young, but I said that he had already had strep twice before, and so she did it.
When the doctor came in later, she said that when she saw a throat culture had been done on such a young baby, she started questioning the nurse on why she would do such a thing, until the nurse said ds had already had strep twice.
Well, the throat culture was positive.
