I would definitely try another pediatrician. Perhaps call Dr. Shulman just for a consult because you suspect PANDAS (because she doesn't officially take new patients).
Maybe start another thread asking for recommendations for pediatricians in your area. I wouldn't stay at a doctor that saw symptoms and a mother's concern and didn't at least try to take physical tests to rule things out.

There was recently a story in the news about how a few girls in the same school had tourette like symptoms
I saw this article on it.

Definitely contact Schulman for a CONSULT. Tell them it's for pandas...she is very interested in the field and is in contact With the top pandas researchers. I would be surprised if she did not take you.
Did your child have a recent strep infection within the last 6 months?
Either way, a simple blood test can determine if pandas is at play, and it definitely exists. Please don't follow your doctor blindly...my pediatrician told me

Man, my kids tests showerestrangled blood levels indicating an autoimmune response to stress was in fact occurring. Please trust your instincts.
