My 14 months old REFUSES to wear his hat, he simply yanks it off as soon as it's on his head (if it even gets that far!). It's off before my hand moves away from his head. Those without the string come off right away and with the string gets pulled all over and isn't serving it's purpose either, besides for the fact that he gets his hair into a real mess and looks weird. Ideas?

Use a jacket with a hood and snug it tight.

Definitely an idea, but what can I do when the only decent coat I found has no hood?

My daughter absolutely refused to wear hats until she was almost two. We just gave up in the end, because it wasn't worth the fight--she'd scream and cry and pull it off.
If it gives you any chizzuk, she's two now and has made a total turnaround: she LOVES hats now and wears them whenever we let her.
