A shirtzel is a (white) apron that many chassidish women wear shabbos or yom tov or just to light candles.

I think the LO you are referring to is LOR, local Orthodox Rabbi. If not, I have never seen just LO on this site.

Shabat mode is different than disabling the safety feature - the shabat mode allows you to open and close the oven without affecting a temperature change.
Normally when you open the oven and hot air escapes the oven has to heat up (even if its so sliglhtly that you wouldnt notice its heating up) to get back to the temperature it was set to . Therefore on shabat you opening the door of a safety disabled regular oven is essentially like raising a flame on your stove. So shabat mode is a complex design that prevents this and needs certification - such as Star K.
I would think its fine to use an uncertified oven kept on on yom tov though this is just for shabat use.
