It was refreshingly well-written. As far as the best, though...hard call. So many good ones like Sun Inside Rain and Shortchanged.
Please note, when I say the best, I mean the one that was not only well-written but really grabbed me. That has a few pages here and there that I reread, over and over. YMMV.

Sun inside rain hands down. The only book I've read where every word had layers and layers and layers of meaning.
Tzippi catons books come next

The best book I've read in a while -- and not specifically for the writing only but also for the content: Where Wild Marigolds Grow
The tochein is incredible. Everyone I have suggested it to has appreciated the recommendation.

I love Between the Thorns by Libby Lazewnik. And the prequel, The Search for Miri.
Also "old" books but I've reread BtT so many times!
