yes. but they do not diagnose kids with specific learning disabilities or concerns. A good DOE evaluation will give you a run-down about the child's needs and request for services--with rationales about why the child would need an OT or extra tutoring (P3), etc.) But it seems like the OP wants a formal diagnosis. In which case either a PhD or Developmental Pediatrician is what the OP needs.

NYC DOE evals are worthless if you need real info about your child. They are generated only to determine classification/placement/ related services(therapy). Most are MA level school psychologists. For some, this may be enough.
The professionals OP listed are neuropsychologists (PhD) and do a much more in depth job.
2-3K is consider very reasonable. Many charge 5-6+ as mentioned above.
OP, I highly recommend Dr. Rosenberg. She is knowledgable, thorough, and a wonderful human being.

you're still going to need a therapist & a neurologist on a steady basis - especially if a child needs medication ... but the BOE's assessment will get the IEP programs in place and get the ball rolling for the other services available
