I used someone Rivka - I don't know her last name - in Kew Gardens Hills, near Ohr Hachaim.
She did a great job. She didn't actually make me a gown, but she built down (lengthened - is that how you would write it?) a gown for my mother for her sister's wedding, and then fancied it up for my wedding.
It came out stunning!
