Radio Flyer makes the Ziggle. Probably very good for that age.

Between 4-5 kids do well transitioning, I think. I know my 5.5 yo was riding a 2 wheel scooter at 4, but my one who just turned 4 hasn't weaned off the 3 wheeler yet.
Depending on your son's size, he'd probably do well with a 14" bike. If he's a bit on the shorter side, a 12" will work for this year. If he's a bit on the taller side, a 16" may work (my short 5.5 yo rides a 16") -- 14" is hard to find but will last longer than a 12" if he's too short for a 16". These bikes come standard with training wheels.
Toys R Us has a 20% off coupon that may be worth it, if it's not a "hot price" item.
Walmart has a lot of bikes also in stock, and they will do free assembly, I believe. I just got an 18" from them.
