I heard of amirim, a moshav near meiron. Beautiful cabins to rent. Google amirim.

Try the Artists Colony. The Zehavis run it and they are fantastic.

Are you looking for places *IN* Tzfat/Tveria or in the general Tzfat/Tveria area?
If the latter, I also recommend Amirim. Beautiful moshav. Keep in mind that it's (1) a vegetarian moshav so you can't eat meat in their cabins, (2) not a specificallt religious moshav, so if you want a more homogeneous environemnt, it my not be for you.
There's a mehadrin dairy restaurant at the entrance that is delicious.
