הבל הבלים אומר הקהלת, הכל הבל
“Vanity of vanities, all is vanity.”
How is it not a prescription for 'a couldn't-care-less attitude' or 'complete apathy' ?
How to use this הבל הבלים advise in a right way?

I think it would mean that one should always remember that this world is really a sort of illusion there is nothing here besides Him and His will, therefore we should look at it (the wolrd) accordincly and know that whatever happens, happens for the best because all is Him.
Explaining it is an easy part trying to fullfill it......

Chassidus has alot to say about hevel and hevel havolim. it says in Zohar that the world exists upon the"hevel which stems from the Supernal seven havolim" the seven supernal crowns that the world exists upon ,the "motzah pi Hashem". more about this later iyh.

It is the material world which is הבל הבלים
מה יתרון לאדם לכל עמלו תחת השמש?
what purpose is there to all man's toil under the sun?
תחת השמש אין יתרון אבל למעלה מהשמש יש יתרון
There is no purpose to toil under the sun, but there is purpose to toil which is above the sun (to toil in Torah)

Tzemach Tzedek - in sefer halikuttim d"ach,(encyclopedia compiled from the Tzemach Tzedek's works, Ohr haTorah, etc. There is a commentary of the Tzemach Tzedek on Koheles, and most other sifrei Tanach.
