Lactose in arnica pellets?

I was looking at the tube of arnica pellets and under "other ingredients", it list lactose and sucrose. does that mean theyre dairy?

It's likely. Rabbi Heber, who is a maven on pharmaceutical and natural medications at the Star K, did mention to me that arnica pellets may be dairy.

No. But it's a good thing to know if you're lactose sensitive
