What is the correct thing to do.

He has given his word twice, and has not come either time.
It is an urgent repair for a fridge/ freezer and my food is spoiling. Can I call him and tell him not to bother, I am calling someone else?

First make sure you can get someone else, then call him and say you've gotten someone else.
