I think Rose will be confusing since it has a yiddish equivalent. (Roiza) If you like Raquel, go for it. Some version of Rachel is probably less confusing than any random R name.
Just make sure the "english" name is easy to pronounce if that is your reasoning to give an english name. Raquel is lovely but I can see people messing it up.
I agree - Rachel is one name most non Jews don't get confused with. But it sounds like OP is expected to call her daughter Ruchel. (also a lovely name)
