Daughter waking up at night

My daughter is a year and a half and she has random moments where she wakes up for milk. For example one week she'll sleep through the night another week she wakes up and cries until I give her a bottle. I've spoken to some people about it and they've told me to just let her cry so she doesn't make it a habit. What are your suggestions? Thanks

Do you leave a sippy cup with water in the crib? Maybe she's just thirsty
