Thanks everyone for their feedback. My DD has very negative feeling about both Hebrew and English reading because it's hard for her so she doesn't even want to try. She is in 3rd grade but reads in an end of 1st grads level. She knows all the letters and nekudos but fluency is the problem and with English with all the exceptions to the rules her fluency (decoding is poor). We did vision therapy for a year and that did nothing and I had a private tutor for 2 years 2xs a week. She has improved but is still always a grade behind. I'm just waiting for something to kick in that will make her get it and everything to click. I get frustrated at HW time because she plays around since she hates it and she guesses words rather than try to sound it out. She gets resource room in school too. But it's slow and I'm frustrated and worried about the upcoming year. FYI comprehension is not an issue b'h. It's "just" fluency. I looked at iPad apps but those programs were for babies. I'll probably start with another tutor his year but looking for all advise. DD is also low tone and has difficulty writing but I'm not focusing on that since in this day and age writing is becoming obsolete. Thanks for all advise!

Maybe there are Israeli apps that would help with Hebrew reading? I don't get the impression that developing a good app is so simple and then everyone wants it to be cheap... I'd love to be wrong but I don't have time to do such a thing now.

A cheaper book shouldn't be too hard to do, though, considering the amount of people who teach this stuff anyway and could just collect their materials!

For basic phonics and word structures of Hebrew there is a great program, also a tad pricey but not in the $400 range - much more reasonable and comes with beautiful materials. I think prices were separate for each component, there was a deck of cards, a manual, and student workbooks. I will try to remember what it was called. Possibly Kriah Master? Created by an OG specialist. I don't think it will take you where you wanted, TwinsMommy, but worth a look for some others on this thread who are still on a more basic level.

OP, get a full assessment from a pediatric neuropsychologist to see what your daughter's specific needs are.
