Enrolling in yeshiva--elementary help

First timer with enrolling kids in school. I have a son who's a mid-December birthday. Technically the cutoff in NY is 12/31--and legally one has to enroll with one's calendar peers, unless it's private school. My son has a speech issue, but cognitively isn't so delayed (though he won't be reevaluated for CSE until January). We have to apply to the yeshiva we would probably send him to after y"t and they also have a 4-y/o program. Who decides if he's ready for pre-1a--us or the school? Would the school advise us one way or the other? I'm in the education field and I've heard mixed opinions of holding back--just for the sake of holding back based on birthday.

I am a fan of holding back boys, not as much for girls. Boys in yeshiva are forced to grow up alot faster than should be. Just my personal opinion.

In NY the law is that children must enroll in Kindergarten with their birth-year peers unless enrolling in private school or other unspecified circumstances. The question becomes now that so many 4 y/o programs adopted UPK and that's only for calendar year birthdays turning 4, what do the "not yet ready for pre1a" kids do?

The school has the final say in determining what class they will accept him into. They will probably want to speak to his current teachers for the most accurate info. If a school accepts upk it doesn't mean that every four year old has to be enrolled in the program.
