Boys boots under $20

I am looking for dark colored boots (navy/black) for a 4 year old boy.

It should be waterproof- warmth is not relevant.

Not looking to spend a lot- tops $20.

Am I looking for something that doesn't exist?

I got in Walmart. It was dark and light blue. I haven't used them yet but they claim they waterproof.

I had terrible experience with snow boots from walmart. if you dont care about warmth look for rain boots and double the socks.

I live in monsey and my ds loves to play in the snow. the stiching came apart over time, it was heavily used, but this never happened to the more expensive target or shoe store boots.
