We are looking for a reasonable restaurant in walking distance to the kotel to make a breakfast for my son after davening. We are between 20-50 people. We want a place with good food and not to be stingy on portions. All help will be appreciated.

The Quarter Café on top of the Burnt House (great views!) has good food and a private room for small smachot, although it's sort of ramshackle in style and a little pricey (location, location, location...).
I think the kashrut is Rabbinut. Will that work for you?

I think they are mehadrin.
There is a nice (but probably pricey) dairy restaurant in the Mamilla Hotel:

Quarter Cafe is a bit expensive for us. We would like to pay under 100 NIS a person. We would also prefer a good hashgacha because we are inviting some Chareidim.

I think you'll need to define what you mean by a "good"(as opposed to "bad") hashgacha so people can give suggestions accordingly.

I don't think a plain rabanut hashgacha would work. It would have to be more like a mehadrin.

Maybe Greg would work. There's one in Mamilla. They're delicious and not crazy expensive.

rent a hall near the Kotel and bring a milchig catering

We are not interested in renting a hall. It doesn't make sense for such a small group. Anyone went to Greg or Cafe Rimon for a Bar Mitzvah/ Hanachas Tefilin Breakfast?

I didn't mean a wedding hall, in Israel you can rent a room, called a hall.

I understand but if I pay for a small room a few hundred dollars I could put that money to food in the restaurant. Also in a room I will probably have to hire somebody to play music and have to make sure the caterer knows how to present food otherwise I will also need a party planner.

We've done Between the arches and rimon. Don't think either was crazy expensive.
