I did not say that it is against the law. I said it was unfair. I feel that it is not mentschlich to cause so many people hardship. Um? You think that tipping your CL because you appreciate her services is naval birshus hatorah? Let me tell you what naval birshus hatorah is: Manipulating others with the Torah by saying "It may not be halachicaly allowed" to not tip their cleaning ladies so you stay with a lower rate. Not saying you're doing this, but to bring up naval birshus hatorah in the context you did was absurd!
I would never pay a cleaning lady more without asking a shaila, but I would give her a nice tip every once in a while. Is tipping also an issue according to you? We live in a supply and demand society so do you also believe that people should think twice before moving because it may raise property prices in the area and you won't be able to buy?
I hear both sides, and I do believe that before paying a CL you should ask a shaila, but if you shaila answers yes, it is in no way naval birshus hatorah, and you implying that it is in fact real naval birshus hatorah.

Who said anything about tipping???? We are talking about offering CL more than others are paying, to try to get them to work for you over someone else.
Doing something that will benefit yourself, while negatively affecting a lot of other people, and saying "well, it's not against the law/halacha" - yes, I strongly believe that is a naval birshus hatorah.
