Applying beforehand? No problem whatsoever (unless your community bans lipstick and blush all the time).
Applying on shabbat? Are you referring to special shabbat makeup (powders, etc.) or general lipsticks/blushes?

I know there's what's called "shabbat makeup" out there. But the real issue is "coloring". When u put on makeup you are in a sense coloring which is not allowed.

I wear powder blusher, not the regular cosmetics but Shabbat makeup line. My understanding is that it does not really constitute as a melacha of dyeing/colouring, since Shabbat makeup is very temporarily and doesn't cling to the skin (that's why it's all loose powder forms).

The ones who get their beauty sleep by hibernating through the winter, for sure they are.
Me? Alas, youngishracoon would describe me better.
(In any case, shabbat makeup is a whole different story. I was unaware they had blush and lipstick at all, so sorry if my post came across like those who wear that are doing something wrong. If there's a heter for regular makeup on shabbos, I've never heard of that.)
