What spices are Kosher for Pesach?
What substitutions do I need to make?

Most spices are available with KLP certification. Ground mustard among some other seeds are kitniyos so you won't find those with kosher for Passover certification.

I don't think cumin is kitniyot. In past years KLP cumin has not been available, but, according to the OU website, cumin is not kitniyot: https://oukosher.org/passover/.....ist/.
I have KLP cumin in my pesach spices collection that I bought years ago.

BH Sefardim also eat kosher and you can definitely find many things with klp- kitniot certification...
