Car is itchy... any ideas besides bedbugs?

Whenever my husband sits in the car all day he's itching all over, till he gets home and takes a shower it stops. We don't think its bedbugs, cause after a week of this if my house is not infested we don't think its bedbugs... any idea what this could be, and how to get rid of the problem? ?

Did he get it cleaned recently? Maybe they sprayed the car or upholstry with something.
