There are neighborhoods/schools where everyone has one.
You can get her an older model (like the 4), then it will be free with the plan. You can install filters and block access to the store.
It's not good for kids to feel left out.

I'd say yes, it she had a job and could play for the phone and a cellphone plan. No taking money out of savings.
TBS I'm part of the Apple borg and have an iPod classic, Macbook Air and an iPad mini. I still can't figure out how I could benefit from an iPhone. I don't do photos on the phone so my little Samsung works for phone calls and texts and doesn't cost me an arm and a leg for a cell plan.
