In 99% of America it is illegal.

Jail doesn't seem a fitting punishment. And especially not 6.5 years. I think the only punishment that he'll get worthy of his crimes will come from Hashem himself.

While it would be nice to rehab people in this world through a fitting punishment, I think of punishment as primarily a means to protect the rest of the population. Hashem will met out justice in the world to come, but now mikvah users can be assured that the secular world takes the crime seriously enough to not fall for a plea of community service.
