Kensington Jewish Library is open 3x a week. I think the hours are Monday evenings 6-7, Thursday evenings 6-7, and Fridays 1 - 2:30/3. I can look up their number later and post it. It's located in the basement of the address given by a previous poster. You go in through the backyard. They have a pretty good selection. They also have a section with approved non-Jewish kids' books (Boxcar Children, etc.) It can get pretty crowded, though. I think membership is $20.

Yeled V'Yalda at 38th st. & 13th ave. has a small, free lending library which is open to the community.
Late fees are exorbitant so be sure to return them on time or renew before due date.

Are you sure it's for the public?
My friend works there and was under the impression that it's only for employees.

Yes. I've used it myself. They have a selection of cookbooks and a nice CD collection of lectures from popular speakers. There is a small limit on how many books you can borrow at a time-2 or 3 last time I used it.
I copied and pasted this from YVY's website:

YVY CIRC (Community Information Resource Center)
Is a library-based parent resource center for the entire community. In addition to its function as a community resource, CIRC works in cooperation with Yvy’s Special Service division to offer a complete library of testing materials, references, games and toys for YvY therapists to use in their therapy sessions.
School Based Dental Program
The Dental Van provides visits to preschool, (Head Start and Daycare), elementary and middle schools within the YvY facility. The program offers dental examination, cleanings, fluoride treatment and dental sealants to the student in the school.
FITNESS CENTER

OTHER COMMUNITY BASED SERVICES
Yeled V’Yalda E.C.C., as part of its commitment to the communities it serves, also provides the following services: Healthy Marriage Initiative, Mentoring and Tutoring Program, Support for Education Enhancement, Therapists Workshops and Trainings, Family and Child Nutrition Support, Mental Health Services, Parenting Classes, and other Professional Development Programs

If you are looking for children's books, I found a bunch on the regular Brooklyn library, including Artscroll.Just search for the type you are looking on their website, you are likely to find some!
