we live in yerushalayim and are looking to pick an elementary school for our daughter (a bais yaakov) we are concerned becuase the ones near us have very big classes of over 35 girls - is this just what its like in the city? Does anyone have any suggestions for us?

Could be that Beit Yaakov Ha-Ari in Katamon has smaller classes. And I know they take kids from other neighborhoods.

That seems normal. the real question is how the teachers handle the class, how well they know each student and how invested they would be in your child's growth.
There are many other things to inquire about regarding the quality of the school.
