Is this a Segula?

If someone is embarrassed in public or yelled at, and she doesn't respond;

is this a Segula for an "Ays Ratzon" to ask Hashem for something that she needs?

Yes. I don't know the source, but how I heard it is, it's a segula to get a bracha from someone who is embarrassed and doesn't respond. I've heard of such stories, don't know if they're true.
I would think you could give a bracha to yourself.

(If there is something practical you should do though, whether it's to protect your professional reputation, etc., consult someone on how to do it gracefully.)

I believe it was the Steipler. I'm sure Rav Chaim promotes it as well.

The Gemora talks about the tremendous level of ha'ne'elavin v'einam ol'vin, shom'im cherpasam v'lo meishivin - people who are insulted or humiliated, and remain quiet and don't answer back. There are several stories where Gedolim told people who needed berachos to find somebody in such a situation, and ask them for a beracha, tapping into their power at such a moment, and the berachos were fulfilled.

Yes it is! Not only for yourself but to give a bracha to somebody else or daven for somebody. Very big segulah
