I saw this Rubinfeld brand of natural baking enhancer and wondering if this is equivalent of vital wheat gluten?? If so, do I use same measurements called for Vital Wheat gluten?

Read the fine print. IIRC I recently saw a package of "natural baking enhancer"--didn't pay attention to brand name but it was a heimish one--and the fine print said "Vital wheat gluten".

It doesn't have "contents" or "ingredients" listed on the package?

If it is the Israeli Rubenfeld brand then it is not the same as vital wheat gluten.
It is a dough conditioner that contains among other things lecithin, soy and Vitamin C.
