From what I understood I would have to reciertify my child every year by his birthday. He has been on the program since his birth 11 months ago. I have not received any letters from them to recertify. Does this make sense or did I somehow miss the letter.

They are often very behind, although I don't have recent experience with a baby.
I didn't get re-certified for a few years. As long as they don't contact you, you shouldn't have to worry about it. When you get the letter - take care of it right away!!
