I'm looking to buy pants for my son from Zara. He grew out of the 2-3 baby boy size, and the next size is size 4 boys. I am a little confused why there are no size 3 pants. Should I just scratch Zara or will the 4 be ok?

2-3 is a size 3. If he outgrew it then size 4 should be good for him now.
