It is a combination scooter and balance bike - the platform part of the scooter flips around to become the base of the bike. See link. Saves space and money by being both in one! A good balance bike alone often costs this much so it's cool that they've made it convertible to a scooter as well.

New in box. Thought it would be a good idea but we just have too many wheels already in a small space.
