I am looking for and egg, nut, and dairy(pareve) free mandle bread recipe, basically a chocolate chip recipe using an egg substitute- can be a packaged substitute.

It's made from almonds. Look for some kind of chocolate chip bar I guess

Do you have the chocolate chip stick recipe from kosher palette? My sister made that for her egg allergic son very successfully.

When any recipe, any at all, calls for milk, you can use water instead. Milk IS water with a little butter dissolved in it. Meaning, a little fat, protein, and milk sugar and a few minerals.
Say they call for a cup of milk. A cup of water with a teaspoon of vanilla or almond extract will do just fine. You can also use orange extract if you like that taste in there. Or anise extract. Milk is just flavored water, more or less, for cooking. (Not for feeding young children.)
Eggs bind things. I don't know how to leave those out.
You can leave the nuts out. Raisins or chocolate chips will do fine.
