My dh bought it at a merchant who offered to ship it back after yom tov. Or you have to cook the whole thing and eat it all up, peels and seeds included.

AYLOR.

I believe we were told to let it rot, and if it isn't fully rotten by tisha b'av then we do something with it...

I think you're supposed to either send it back to Israel, or else leave it to decay naturally to the point that it's inedible, at which point it no longer has kedushas shevi'is, and you're then allowed to dispose of it. But better to double-check with a Rabbi to be safe.

My LOR sent an email instructing everyone to either let it totally dry out naturally, at which pint it can be discarded, or to give it to the shul and they would take care of it. Also, if using it to make something, then you can't waste any part, eleven the seed or peel.

Ours are air drying.

Soaking or boiling kedushas shviis fruit gives the kedushas to the water as well.
Since the peels do get candied and eaten, they have kedusha.
The seeds are never eaten and don't have kedusha.
If you put it in a plastic bag it will rot. When totally unedited, it can be tossed.

Someone please enlighten me- I thought kedushat shvi'it fruit couldn't be brought outside of EY at all? (Or is everyone here in EY?)

I don't think the lulav has KS, but AYLOR.

Otzer Bais Din Esrogim were sold in America.

I believe esrogim are allowed to be shipped out of eretz yisroel during shmitta because other wise many Jews would not be able to keep the mitzva.
