What should it be hourly for Hebrew and secular subjects, elementary and High School level? The tutor is located in BP, in her low twenties and experienced. What's the average?
What does it depend on other than demand/supply, experience and reputation?

I know of certified teachers that charge $50-$60/hr. This is for 7-12th grade math. An experienced grad student I know charges $30/hr. I also charge $30/hr but to some friends only $20/hr. Depends on the situation.

the rate will be higher for a higher class, and if the person has a higher degree.

I'm reviving this old thread as I'm Looking for a math tutor for upper elementary. I was told the going rate is $50+/hr. I don't need a math tutor on a daily basis but still this price is way out of my budget. Is there Anyone who is good at explaining the difficult maths for a better price? (In Brooklyn)

Try contacting a local high school, community college or a teaching college.
