My son just pointed out that they aren't wearing tefilin.
Unless it was recorded by a non-jew on shabbos or Yom Tov.

This was obviously filmed on shabbat or YT because they are praying the Pesukei dezimra of Shabbat or YT. This is not common in any shul I know of. This was posted by a person with a Turkish name and the chazan does have a Mideastern accent, there are Karaites in Turkey to my knowledge, I wonder if this is a Karaite davening, fascinating anyway. Thanks for posting.

EDITED to add that I did some googling and indeed this seems like a Karaite prayer. Karaite are Jews.

And I guess they may say the pesukei dizmara we say on Shabbat and YT also during the week, I don't know.

OK upon further googling - turns out they sound pretty much like Sephardi prayers - but Karaites used different pesukim for their prayers than we do. Again fascinating.
