In low Angeles the Disability Rights Legal Center helps a lot of parents. They are top notch and could likely direct you to a similar organization in your area.

Encore uses Juby Shapiro, not sure about any top lawyer. I have been using them because it was the only remotely affordable option but it's been really slow, I don't get the feeling they're on top of the case, and I feel like I should be benefiting from more services already. But that's only in the advocacy department, the therapy and everything I've been happy with.
