In my head, of course it is assur to put on make up on shabbos (besides for that shabbos makeup that exists ).
However, my MIL and SIL definitely put on makeup on Shabbos and it ain't the aforementioned stuff. They are balleI teshuva and I am not sure if there are different views on this or they are misinformed.
Just trying to understand.
I never asked til now cuz is wasn't my business buy my DD is getting older and watches them apply it before shul. I want her to have the right perceptions.

Ask your rav. but to my knowledge it's two osirum, 1. to put on cream 2. to color

As new image said- definitely asur. I've heard it from rabanim. (One of the hard things abt being Jewish.... Walking around looking like the living dead shabbos day...... )
