It's a kabbalistic concept, and I think it's a lovely idea. I also would leave a patch unpainted above the door.
When you repaint, make sure that you get a mold inhibitor added to your paint! (to ensure a long and healthy life. )

My Rav says to paint when moving in to a new house because the Mazal of the previous family is etched in the walls so let's say the couple got divorced, had infertility issues, etc, while living in the house, its wise to paint to avoid "inheriting" their Mazal by living in that house. Painting gets rid of it and sets a clean slate. I think it works for the current family also like meshane makom meshane mazal instead of moving u can just paint and it counts!

Op here. I just remembered the speaker I heard was generally talking about something like mazikim in an empty building (even brand new one, which was an eye-opener to me), and sitra achra or something to that effect in a place previously occupied by einam yehudim (thank you for correcting my grammar error:) ).
Does that ring a bell to anyone, that there is some type of tumah on the walls?

I heard that the walls can absorb things like fighting, lashon Hara, illnesses, sholom Bayit problems etc. the same way walls can absorb physical gunk, it also applies to spiritual gunk.
It is best to paint the house, but if you can't afford it, at least wash the walls well.
It's not a Halacha

Before we got in to our new marriage apartment, DH said it to be painted before we got in in to live and after the paint he show me where the frum painter make a "scratch" on the wall that is first view from the door. The "scratch" is to make it not perfect house in Halacha.
